This charger feels substantial and charges both my IPAQ 2495b and my AXIM X51v. Yes, it works on both, as well as lots of other devices that need 5V DC. It is a little larger than I expected but the folding prongs help. The European prong adapter is nice but I don't think I'll have a need for it. As I said, it just does what it is supposed to do. Nothing to jump up and down for and nothing to cause you to hold your nose.
